NOTICE TO BIDDERS
 

Sealed bids for construction of an underground irrigation system at Clint Lightner Baseball Stadium (CLBS), located at 706 East Maple Street, will be received by the City of Garden City at the City Public Works Director’s Office, 301 N. 8th St., Garden City, KS, until 10:00 a.m., April 6, 2017 APRIL 20, 2017 at which time bids will be opened and publicly read aloud.  Bids received after that time will be returned unopened.

BIDDERS MUST ATTEND ONE MANDATORY PRE-BID MEETING.  TWO MEETING TIMES WILL BE HELD TO ACCOMMODATE ALL BIDDERS.  MEETINGS WILL BE HELD ON-SITE AT 10:00 am, Tuesday, March 21 and Wednesday March 22, 2017. 

Each bid shall be accompanied by a bid bond, written by a surety company acceptable to the City, or a certified cashier's check in the amount of five percent (5%) of the total bid, which will be retained by the City until the contract for the project shall have been executed. No bidder may withdraw his bid for at least thirty (30) days after the scheduled closing time for the receipt of bids.  The City reserves the right to reject any or all bids and to waive informalities, and to accept the bid deemed to be in the best interest of the City.

The City of Garden City will be using several sources of information and criteria in the award of the contract.  In addition to the proposal, the sources and criteria may include:

            Total cost of project   
            Information provided by references regarding the contractor
            The size, scope and level of success of contractors past projects.

Contract documents may be obtained from the City Engineer and are also available electronically at the Document Center, www.garden-city.org.

Sealed bids subject to the conditions and provisions presented herein will be received by the Owner until3:00 PM (CDT)  Friday, May 5th, 2017, and then publicly opened and read in the Conference Room of the Garden City Regional Airport for furnishing all labor, materials and equipment and performing all work necessary to rehabilitate the Terminal Apron.

Copies of the bid documents may be obtained from HNTB Corporation for a non-refundable fee of$75.00. Electronic copies are available upon request, including project drawings and technical specifications are on file and may be inspected at:

A pre-bid conference for this project will be held at 1:30PM (CDT) on Wednesday April 26, 2017 in the Conference Room of the Garden City Regional Airport.  Attendance is strongly encouraged, but if you are unable to attend, please contact Ryan Shropshire, HNTB, (816) 527-2433 or for conference call information.  

Contract Time 
The owner has established a contract performance time of 43 calendar days from the date of the Notice-to-Proceed.

All project work shall be substantially completed within the stated timeframe. This project is subject to liquidated damages as prescribed within the project manual.
 

Bid Security

Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid.  The bid guaranty may be by certified check or bid bond made payable to the City of Garden City, Kansas.

Bonding Requirements

The successful bidder will be required to furnish separate performance and payment bonds each in the amount equal to 100% of the contract price at the time of contract execution.

State Wage Requirements

The contractor will be required to comply with the wage and labor requirements and pay minimum wages in accordance with the schedule of wage rates established by the Department of Labor and attached as a Supplementary Provision.

Award of Contract

All proposals submitted in accordance with the instructions  presented herein will be subject to evaluation. Bids may be held by the City of Garden City for a period not to exceed 90 days from the date of the bid for the purpose of conducting the bid evaluation.

The Owner will base the award of contract upon the lowest aggregate sum proposal submitted from those bidders the Owner confirms as being responsive and responsible. The right is reserved, as the City of Garden City may require, to reject any and all bids and to waive any informality in the bids received.
 

Award of contract is contingent upon the owner receiving Federal funding assistance under the Airport Improvement Program.
