Requirements to Establish Utility Service
Requirements to turn on service are as follows:
- Valid State Issued Picture Identification.
- Secondary Identification (Social Security Card, work or student ID, passport, etc).
- Lease Agreement (if renting).
- Payment of Deposit and Connect Fees. Methods of payment accepted by the Service & Finance department include Visa, Mastercard, Discover, cash, check, and money order.
Services can be turned on same day with required information presented by 3:00 p.m.
Security Deposits & Connection Fees
Deposits are collected at the time service is set up. Anyone who meets the following circumstances must pay a deposit:
- If you have not had service with the City of Garden City before.
- If you have had service with the City of Garden City before but for less than twelve months.
- If you have had a utility account with the City of Garden City turned over to a collection agency.
New electrical customers who can provide an acceptable credit letter from their previous electric utility shall not be required to post the deposit. Please have your previous electric utility complete this Credit Letter and bring it with you when you set up service.
Deposits are credited to the customer's utility account after 12 consecutive months of on-time payments or are applied to the final bill. (Reference Code of Ordinances 90-85)
Deposits earn interest as established by K.S.A. 12-822 and authorized by the Kansas Corporation Commission. Deposits required are as follows:

A connection fee for utility service must also be paid at the time service is set up. Connection fees and taxes are nonrefundable. The connection fees are as follows:

In Garden City, natural gas service is available through Black Hills Energy.
The City of Garden City provides Electric, Water, Sewer, and Solid Waste Collection services. In Garden City, natural gas service is available through Black Hills Energy. As a City utility customer, charges for these services will be assessed and itemized for you in one convenient monthly bill. Services may be set up or transferred Monday-Friday (excluding holidays) in one of four ways:
Visit the Service & Finance office located in the City Administrative Center, 301 N. 8th Street prior to 1:00 p.m for same day service, or anytime during regular business hours for service needed at a future date. Bring required documentation, stated above, with you. The deposit and connection fees must be paid at the time of connection and cannot be added to the utility bill.
If you are unable to visit the Service & Finance office to establish service prior to the time services are needed, fill out this Printable Service Agreement form and return it before the date service is needed, or complete this Out of Town Service Agreement. Required documentation and deposit/connect fees are due to the Service & Finance office by 10:00 a.m. on the first business day after utilities are connected. They may be brought to our office, mailed, or put in our night drop located at the City Administrative Center.
If you are unable to visit the Service & Finance office to establish service and need someone else to set up utility services on your behalf, complete this Authorization Form. The person who is representing you should present this completed form, required documentation, service address, and money for the connection fees and deposit prior to 1:00 p.m. for same day service. We are unable to bill these charges.
For same day service after 5:00 p.m. please contact 620-276-1300. Certain restrictions and fees will apply if utilizing this method. See below.
- For an additional fee of $75.00 plus taxes, special accommodations may be made for those needing same day service after 3:00 p.m. and prior to 5:00 p.m.
- Residents are not allowed to have multiple active utility accounts.
